La storia si baserà su tre personaggi: Michael, Trevor e Franklin.
Michael è un ex rapinatore di banche salvaguardato da un programma di protezione dei servizi segreti che vive nel lusso insieme a sua moglie Amanda e ai figli Tracy e Jimmy.
Trevor è un veterano con abilità di volo, vive in una roulotte e spaccia metanfetamine.
Ha un carattere da psicopatico.
Franklin è un ragazzo di colore che lavora per un concessionario di auto armeno. Il suo capo vende le proprie automobili a chi non se le può permettere e lui recupera gli interessi; ricorda per molti tratti CJ di San Andreas.
E' sempre possibile controllare i tre personaggi che possono essere cambiati a seconda delle esigenze del giocatore attraverso il menu, la visuale si alzerà in stile Driver per poi zoomare sul personaggio selezionato.
Il gioco sarà ambientato a Los Santos che comprende la vasta Vinewood.
Girando per la mappa si possono notare eventi casuali con i quali si può interagire.
Ci saranno diverse attività per il tempo libero, tra cui Jet Ski, Triathlon, Tennis, Golf e Base Jumping.
